IAL has been made aware of a backlog at the Kaiserslautern base registration office. IAL encourages customers to enter the registration office queue as soon as they arrive on base as wait times have been averaging 3-8 weeks to be able to register your vehicle. Please understand this is a base registration issue and not driven by the VPC. The Kaiserslautern VPC will notify you as soon as your vehicle is available for pickup, but you will not be able to take possession of your vehicle until you have a completed the base registration process. We apologize for any inconvenience this backlog causes to your PCS, and wanted to make sure you were fully informed.

Kapaun Vehicle Registration
Open Monday-Friday: 0700 – 1500, closed for all federal holidays/observances, all USAFE and 86 AW down days and the last duty day of each month for inventory and training
ALL customers will need to Queue in or make an appointment on the 2meterapp (linked below) to receive temporary plates to pick up their vehicle from shipping.

The queue opens at 0645, we call the first customer at 0700 and the queue closes at 1430. We limit the number of slots in the queue based on how many clerks we have and how much time is left in the day.
You will need the following to register your vehicle and get temporary plates:
• Valid DoD ID
• USAREUR-AF License
• SOFA Card & passport (only applies to contractors)
• Credit card, Debit card, money order, or check.
• PCS Orders or proof of Logistical support letter (this applies to military/civilians/NATO members)
• All shipping documents/condition report
• Previous original Title OR Previous registration (the registration can be expired from previous location)
• Blank Insurance Confirmation Card (ICC)
v Please call your car insurance company and request a "BLANK Insurance Card" be uploaded into our system Only for USAA and Mirascon/Geico. THIS IS DONE ELECTRONICALLY. If you have a local German insurance, they will print you out a paper copy that you must bring to us.

The first step is to stop by our office to register and obtain temporary plates. You can then pick up your vehicle from IAL, conveniently located next to our office. For your own comfort, we would like you to have your vehicle as soon as possible. We kindly ask, that you contact us as soon as you arrive at your new duty location and update your contact details. Please check your email frequently for vehicle availability for pick-up. Prior to vehicle pick up, please register your vehicle and obtain your new license plates from the motor vehicle registration office, building 2806, DSN 489 – 7729, and bring them with you when you come to pick up your vehicle. To make sure that your vehicle complies with specific Country Specifications, if any, please have the TMO/PPO check the Personal Property Consignment Instructions Guide (PPCIG) for very important Host Nation Vehicle Importation Restrictions, as well as safety registration and insurance requirements.
