INFORMATION FOR MEMBERS RETIRING OR SEPARATING FROM SERVICE
- All retiring or separating service members will pay local taxes before their vehicle can be released to them. This is the responsibility of the customer and not the Military or IAL.
- Please visit this website to get an estimate of tax cost

- Member has a 30 day grace period from arrival date at the port to pay. After 30 days penalties and additional fees may apply.
- When vehicle arrives to the Port of San Juan, the VPC will prepare local government paperwork.
- The VPC will contact the member when documents are ready for pick up.
- The tax office will not process your vehicle without this paperwork.
- Customer picks up paperwork at PR VPC and obtain releases from tax office (Hacienda).
- Customer visits www.PCSmyPOV.com and creates an appointment for pick up of vehicle.
- On the day of the appointment, the customer must bring
- Picture Identification
- Original tax release provided from Hacienda
- Receipt purchased from "Colecturia" in Hacienda
- Original Vehicle Inspection Form (VIF) provided at time of turn in
INFORMATION FOR ACTIVE DUTY SERVICE MEMBERS SHIPPING FROM PUERTO RICO
- Make a turn in appointment for the Puerto Rico VPC at www.PCSmyPOV.com and review all of the Turn-in Instructions
- Bring a copy of your Orders with all of the pages and amendments
- If you own the vehicle outright, you must provide a copy of your title
- If you have a loan on your vehicle, you must have a Lien Holder letter, in original hard copy form and duly signed authorizing the export of your POV from Puerto Rico. This must be sent by regular mail and cannot be a pdf or fax. We also need a copy of the title.
- Proof that all recalls have been resolved from https://www.nhtsa.gov/recalls
- Acquire a Sworn Declaration / Special Power of Attorney (POA) of the customer authorizing Rodi Cargo International Group (the VPC) to Ship your vehicle. THIS DOCUMENT MUST BE AN ORIGINAL. This does not expire.
- Obtain (1) $11.00 Tax Stamp, (2) $2.00 voucher # 842 and (1) $10.00 voucher #5122. These can be purchased at any Colecturia.
- Obtain negative ACAA certification in person from ACAA ($3.00). Their office is located at 249 Arterial Hostos, San Juan, PR 00918. This is only valid for 30 Days.
- Obtain No Traffic Violations Certification from CESCO (DMV), Key Code #5122. This is only valid for 3 calendar days, including the day it is issued.
- Obtain Pre-Inspection Certificate from the Police Station-Stolen Vehicle Division. Pre-inspection can be completed at the closest Police Station to your neighborhood. This is only valid for 3 calendar days, including the day the pre-inspection is issued.
INFORMATION FOR ACTIVE DUTY SERVICE MEMBERS SHIPPING TO PUERTO RICO
Picking up your POV in Puerto Rico is a 2 step process:
- We need the following documents in order to process your POV for Pick-up. The VPC must take these documents to the local tax office, (Hacienda), so they can obtain the Tax Release since you are exempt from import taxes. The VPC cannot release your POV to you until this process is completed.
- Once the VPC receives the release from Hacienda, you will be required to obtain the ACCA sticker or the registration in order to legally drive in Puerto Rico.
Please provide to the VPC immediately to complete step one:
- Copy of Photo ID
- Copy of SSO Card
- Copy of Military Travel Orders
- Lien authorization letter (if applicable)
- Vehicle title (if owned)
- Signed POA with Rodi Cargo which will enable them to submit to your documents to Hacienda (Does not have to be notarized)
- Signed Tax Exemption Letter request which will be submitted by Rodi Cargo (the VPC) (Does not have to be notarized)
Once your initial documents are received, the VPC will start the Hacienda process:
- The VPC will contact you when Hacienda approves your exemption.
- The VPC will provide the customer with a copy of the Declaration from Hacienda which will enable you to purchase the ACAA Sticker from Hacienda once your exemption is approved.
- Once you have obtained you ACCA sticker please visit www.PCSmyPOV.com and create an appointment for vehicle pick up.
On the day of your pickup appointment, you must bring the following:
- Picture Identification
- ACAA Sticker purchased from Hacienda
- Original Vehicle Inspection Form (VIF) provided at time of turn in
This clearance process from the arrival of the POV at Port of San Juan to customer pick up can take from 4-7 days but is contingent on the customer providing the required documentation in a timely manner and government agency processing time.

Please note that the USVI Bureau of Motor Vehicles (BMV) is no longer accepting vehicles with “SALVAGE” titles to be registered and re-titled in the USVI. Also, please note all vehicles to be registered and re-titled in the USVI must have the original title. This does not affect clearance with Excise Tax and US Customs requirements.
